Program Overview:
Our Team is responsible for the development of the Integrated Broadcast Service (IBS) - Network Services (NS) Program. IBS-NS is a 13-year, $160M spiral software development program that provides near real time intelligence data to military users across all services. IBS-NS, a certified CMMI Level 3 program, implements the software solution, deploying it on suites of hardware to multiple worldwide locations to support critical intelligence dissemination and real world missions.

Job Description:
L3 is seeking a Test Manager interested in working with a team of IT professionals on a worldwide intelligence information dissemination system. The Test Manager will join the Fielding and Sustainment Team. The Test Manager will lead a team of test engineers through multiple integration and verification phases, and subsequent site acceptance tests on deployed systems worldwide. The Test Manager will also interface closely with product delivery and service support personnel responsible for developing, deploying and maintaining our complex computer systems. These systems operate on a Sun / Cisco backbone and utilize a variety of commercial software applications. The successful candidate must have excellent customer service, oral, and written communication skills.

Responsibilities:
-Developing test strategies and methodologies for system and security requirements for multiple test phases
-Developing test documentation including: system test plans, system test procedures, system test reports and change requests
-Leading a staff of test engineers and analysts through multiple test events to include internal integration, factory acceptance testing, customer verification testing, site acceptance testing, and security accreditation
-Managing the verification and validation of the IBS-NS system, ensuring it meets system and sub-system level requirements
-Managing multiple test environments and system/software baselines
-Conduct Test Readiness reviews in preparation of test events
-Conduct Configuration Control Boards at the conclusion of test events
-Interfacing with Government personnel and external test communities to communicate status in preparation of all test events, as well as during their execution
-Preparing and managing test schedules, and providing estimates of effort for test events both internal and external for the assigned test team
-Demonstrating system capabilities to customer and government officials as required

Requirements:
Top Secret Security Clearance is required
Bachelor’s of Science degree
6-8 yrs System Development Life Cycle
6-8 yrs Test Concepts and Methodologies
4+ yrs Testing in a Unix Environment
Leadership/Management Experience

Preferred Experience and Certifications:

- Experience with Intelligence Systems (ELINT/SIGINT)
-Candidate must be a team player who can communicate well with teammates, developers and Government customers.
-Ability to multi-task in quick-paced environment
-Near real-time intelligence background
